PMRC – Public Management Research Conference 2019
The IRSPM Special Interest Group on Accounting and Accountability has been a special guest at the Public Management Research Conference (PMRC) 2019 at the University of North Carolina School of Government. The PMRC is a must in public management scholars’ calendars across North America, and it has been attracting more and more international colleagues over the last years.
PMRC has organized a preconference on the intersection of financial management and public management, inviting Ileana Steccolini, the convenor of the IRSPM Special Interest Group on Accounting and Accountability, to explore how to connect budget and finance scholars in North America with the international budget and finance community.
The program of the preconference was packed with excellent speakers. Starting with an overview of how budget and financial management is linked to public management. In this context, Justin Marlowe (Evans School at the University of Washington) discussed progress made since the Minnowbrook special issue of JPART (see https://experts.umn.edu/en/publications/why-public-financial-management-matters). Ileana Steccolini (Essex University) then brought in a transatlantic perspective, discussing accounting, financial management, and performance measurement scholarship in Europe as well as the international work done by the Accounting and Accountability – IRSPM Special Interest Group.
After the breakout session, Bill Rivenbark (UNC Chapel Hill), Suzanne Leland (UNC Charlotte), and Bert George (Erasmus University Rotterdam) explored the usefulness of using public management theories to explore financial management topics. Following up on this, David Matkin (Brigham Young University) and Whitney Afonso (UNC Chapel Hill), Carla Flink (American University), Tima Moldogziev (Penn State), and Rob Greer (Texas A&M University) addressed a spectrum of topical issues in public financial management. While some of these renown scholars already have got in touch with the Accounting and Accountability – IRSPM Special Interest Group, e.g. at IRSPM Annual Conferences, we are looking forward to intensifying the exchange with colleagues from North America – after all, just as financial crises and (public) financial management issues travel fast across the globe, so ideas and new insights from academia.
